GHAROA is governed by an executive board consisting of 11 eminent persons nominated democratically by its general body. There is a decentralized management system headed by Chief Executive Officer, who is supported by skilled staff. Gharoa has One Project Office of Targetted Intervention Programme on Injecting Drug Users. Transgender at Nagaon, a branch Office at Badarpur in the district of Karimgunj, and a Project office at Guwahati. The various program and project team performances are monitored at regular intervals during monthly staff meetings and committees.
GHAROA places lots of emphasis on upgrading the skills and capacities of its staff. For this purpose, need-based training is regularly organized. Besides, Executives and staff members are also deputed for training to other organizations of repute in the country.
